Cryptogram, part deux

This one should be a little tricker.

The clue: Every vowel maps to a consonant, and that rule works both ways.

It's trickier, but the apostrophes give it away:

You're hint isn't true though. O maps to Y, which is debatable, and the rule doesn't work both ways. (w --> s, q --> d, t --> h, etc.)

Really, it's solvable just given the first two words, which you can assume are "it is." It's not the best quote, though, since there are a number of letters that occur only once (v and m, for example).

By both ways, I meant that all of the vowels in the code represent consonants, and all of the vowels in the actual quote are consonants in the code. How could all of the consonants possibly map to vowels? I didn't think the clue implied that. I've included the key I used below, to better illustrate this. Is there a clearer way to say it?

And, umm, v appears at least twice, m at least three times in the original. Or did you mean in the code, where v still appears at least twice and m obviously maps to q (what else could go in "e_uivalent"?).

I suppose that could be managed. Though I think I'm going to lay of cryptograms in favor of something different for a while. They don't seem as popular with the peanut gallery.
